Dateline Manchester Airport, England, Friday April 28, 2006: Infamous putting instructor Geoff Mangum's clearly illegal attempt to enter the UK at Manchester Airport to present five putting clinics for PGA credit was foiled Friday by a keen Immigration Control Official (ICO). The official admitted that she "got lucky" when Mangum ill-advisedly answered truthfully when asked the purpose of his visit to the UK, thereby setting in motion automatic "Refusal and Return" procedures. Once this incriminating admission had been obtained, the Official (who is barred by edict from revealing her name) stated that Mr. Mangum sat quietly for three hours while she attended to other matters before presenting the unsuspecting violator with an official Order of Denial of Entry and Direction to return to the United States. The day being a government-wide "Bank Holiday," there was no opportunity for appeal or other evasive strategem.

The "Notice of Refusal of Leave to Enter" under the Immigration Act 1971 (as amended in 1999 and 2002) states: "You have asked for leave to enter the United Kingdom in order to take employment but you have no valid work permit. I therefore refuse you leave to enter the United Kingdom." The provision in the law requiring "sportspeople" who offer coaching clinics in the UK for pay to obtain a work permit was so obscure that it did not appear even in the Regulations for ICOs in the Home Secretary's Manual for ICOs, and this was instrumental in catching Mr. Mangum unawares. Mr. Mangum was ordered to abide the next plane to the US on Saturday and to board the same for return, "with all baggage."

Friday afternoon, Mr. Mangum postponed all clinics and telephoned 15 solicitors, the US Embassy, the Home Secretary in London, and the MP for West Yorkshire, all to no avail as this was a "Bank Holiday". The PGA of Great Britain and Ireland learned of the difficulties and telephoned Mr. Mangum to say that UK teachers had recently been having the same problem upon arrival in the United States. This information raised the possibility that the UK Immigration Officials at Manchester Airport may have exacted a little "payback" to the Yanks, but the PGA was not party to this.

Mr. Mangum was further informed that Home Secretary Charles Clarke had just that been demanded to resign upon the revelation that the IND had mistakenly allowed over 1,000 illegal immigrants with felonious records to be released from UK prisons into the general population and they remained at large throughout the country, with increasing attributions of rapes and murders. One of the illegal immigrants shot and killed a female police constable and mother of three. Desparate attempts were underway to find the felons, especially as the Labour Government faced tough election prospects next Thursday. Hence, the ICO were on keen alert to detect and foil any illegal putting coaches from entry.

After postponing all clinics on British soil later that day, and then returning to Manchester Airport as ordered on Saturday morning, Mr. Mangum made the further attempt to remain in the UK by appealing to a second Immigration Control Official to be allowed to enter the country for purposes other than teaching putting, to wit: 1. to attend the London Golf Show then on-going pursuant to invitation of the presenters of the LGS; and 2. to participate in the putting conference presented by Sheffield Hallam University on May 9 under sponsorship of professor Steve Haake and Nicholas Middleton. The ICO explained to Mr. Mangum that she would not consider his request as "This is not my case." She then informed Mr. Mangum that his present attempt to resist the previous Order constituted contumacy, and summonsed two Airport Police Officers armed with machineguns to escort Mr. Mangum "with all baggage" through the Manchester Airport as far as the metal detectors for passengers, where he was given first priority in line.

Once clear of the metal detectors, Mr. Mangum asked "what now" and was advised to "have a nice flight." He then proceeded into the concourse area and located a cafeteria to purchase a "white coffee." At the register, he proffered all his English money (as the UK refuses to accept the "Euros" of the European Union) to pay the £1.80 for the coffee. The coins had been kept as a souvenir from a post-graduation trip Mr. Mangum made to England in 1974. The cash register attendant stated that he was from Poland and that this was his first week at work and he did not recognize the coinage Mr. Mangum proffered. The two then asked assistance of a lady passing by if she could tell them the value of the coinage; she replied: "This large one is not worthy." Another passerby, of apparent Pakistani extraction, then corrected her with impeccable enunciation: "I'm sorry, but this coin is two pounds." The Polish register attendant then took the large coin and offered change. Mr. Mangum, however, directed the attendant to keep the change, as he supposed the attendant was likely to need a legal fund shortly. A half-hour later, Mr. Mangum approached the Currency Exchange desk to trade in his remaining "large coin" for American currency. The attendant informed him that his "large coin" was a very old "Florin" that is presently valued at 10p, so Mr. Mangum left it on the counter.

Upon arriving back home, Mr. Mangum was informed that his luggage had been lost.

Mr. Mangum expresses his apologies to all PGA members who have paid to attend his clinics, and assures all that he is now fully willing to comply with any and all commands of the IND. He is hopeful that he will be able to obtain the requisite grant of authority to teach putting within 2-3 weeks, upon payment in full of the expected tariff at the British Consulate in New York City. New dates for the clinics will then be set. Anyone unable to attend the newly scheduled clinic will be refunded his payment.
